Keith Hackett's answers 1) You need to intervene: no one other than the goalkeeper, the identified penalty taker and you, the referee, is allowed inside the penalty area when a kick is being taken. Your choices are clear: tell the taker to make a slight heel stamp in the ground at the penalty spot, which may keep the ball still – or, if it keeps blowing away, and the kick can't be taken, you'll have to abandon the match because of the conditions. Thanks to Andy Plater. 2) Disallow the goal and restart the game with a dropped ball at the point where the striker took his shot. You have awarded the goal, but as play has not re-started, you are now able to change that decision if you believe the fault with the ball influenced the scoring of the goal. You are being consistent and fair: you had some doubt about the ball before the goal was scored, and had planned to inspect it at the next stoppage.
